The Federation Council was the legislative body of the United Federation of Planets. The Council was made up of Federation Councillors from its member worlds. The council was presided over by the President of the United Federation of Planets and meet primarily in the Federation Council Chambers in Paris. It also oversaw Starfleet.
In an alternate universe the exodus was the rumoured final official act of the Federation Council before the Federation fell to the Dominion.[1]
