A starbase is a large facility that can be used for a variety of purposes from starship maintenance and construction to been trading or research hubs. They are not strictly space stations as some starbases are based on the surface of a planet or can be a combination of both.
In the Federation the term "starbase" is often used to describe any Starfleet base. The Federation maintains hundreds of starbases, which are usually numbered sequentially in terms of construction order.
