Emblem of Starfleet Command
Starfleet Command was the operational authority of Earth Starfleet and then the Federation Starfleet. It was primarily based out of Starfleet Headquarters in San Francisco, Earth.[1]
Starfleet Command is overseen by the Federation Council and run by the Commander-in-Chief of Starfleet.
